Insurance and Compensation After September 11th: A Dialogue with the Special Master of the Victims Compensation Fund

The effects of the September 11th attacks on the U.S. legal system are still unsettled. One significant development, however, was the creation of the Victims Compensation Fund. The Fund was promoted as a mechanism to quickly provide compensation without the costs and delays of litigation. Although the objective and approach are similar to other alternative compensation schemes, the Fund is different in several respects, not the least of which is the level of public interest and scrutiny of the Fund and its operation.

Mr. Feinberg, the Special Master appointed to oversee the Fund, has agreed to participate in a dialogue with legal academics. He will address issues identified by our panelists who will offer their commentary.
