The panelists will discuss the competing policies that support and undercut government officials' qualified immunity from damage actions under Section 1983, procedural problems that frequently arise in the immunity context, and the Supreme Court's recent opinions in Hope v. Pelzer (2002) and Saucier v. Katz (2001).
