As the Second Millennium dawns, local government law must come to terms with the many social and economic changes that cities and the surrounding metropolitan areas have undergone, particularly in the last 50 years. The increasing fiscal and quality-of-life problems facing "inner cities," the exodus of the middle class to suburbs and exurbs, and "sprawl" are today matters of concern to candidates for the Presidency and to citizens across the nation
Not surprisingly, these problems have also been the focus of increased scholarly attention. The five members of this panel have each recently given serious study to the important problems facing the American city in the year 2000, and have proposed and discussed various remedies ranging from Block Improvement Districts, Business Improvement Districts, and the reuse of "Brownfields," to regionalization, and "smart growth."
